(A) The following are hereby notified for compliance by all State Government Departments as applicable for the Muster Roll/Work Charged/Casual and similarly placed employees who were appointed prior to FRBM period i.e. 1st September,2005 (govt. Notification No.FEA.104/2005/11, dated 26.08.2005)
1. Minimum pay scale i.e.-PB-1, 12000-37500 + Grade Pay of Rs.3900/-, Medical Allowance @ Rs.600/- per month,Dearness Allowance (DA), House Rent Allowance (HRA) as per State Govt. norms ROP,2017 will be admissible.
2. Work Charged categories of workers who are already drawing a higher pay band (PB-2)/or existing in PB-1 will continue in the existing pay structure.
This is in adherence to the Hon’ble High court’s order dated 8th June,2017 in WA.45/2014 (State of Assam-Vs-Upen Das & Others)
This will come into force from 01-12-2018 for release of benefits upto 31.03.2019 from the current financial year 2018-19 and for arrear from 01.08.2017 to 30.11.2018, after cabinet approval, in the financial year 2019-20.
(B) The benefits as entailed in (A) above shall be admissible on specific recommendation of the committee notified vide FEC(II) 04/2014/346, dated 31.08.2017 and formal approval thereof by Hon’ble Minister, Finance, Assam.
