Sub:- Revised rates of one/two additional increments (non-absorbable) to the Nursing Staff under 7th CPC pay structure.
Please refer to Ministry of Health and Family Welfare’s (MHFW) letter No.Z.28015/53/2017-N(Pt.) dated nil, January, 2019 (copy enclosed) in response to this Ministry’s OM of even no. dated 04.12.2018 conveying that issue of qualification pay to Nursing Staff, subsequent to 7th CPC is under consideration in MHFW in consultation with Department of Expenditure (DoE) and comments/clarification in this regard will be intimated to this Ministry on receipt of the same from DoE.
2. With respect to above, it is stated that Staff Federations are raising the issue and Zonal Railways are also seeking clarification in this regard. Therefore, it is requested that , clarification on the issue may be expedited please.

Sub:- Revised rates of one/two additional increments (non-absorbable) to the Nursing Staff under 7th CPC pay structure.
Please refer to Ministry of Finance’s OM No. 5(11)-E.III)/75 dated 08.05.1975 (Annex-I) and dated 08.02.1977 (Annex-II) regarding recommendations of 3rd Pay Commission granting two advance increments to Nursing Staffs who possess at the time of recruitment or acquire subsequently a Degree in Nursing provided they are not required to possess it as a condition of their employment. During successive Pay Commissions, this scheme has further been continued with certain modifications vide Ministry of Family & Health Welfare’s OMs dated 23.03.1988, 23.12.2002 & 15.01.2010 (Annex III, IV & V).
2. Consequent to implementation of 7th CPC pay structure, queries are being received in this Ministry from field units regarding revised rates of one/two additional increments (non-absorbable) depending upon possession of post certificate diploma/degree to the staff already enjoying the benefit and its continuation for Nursing staff who become eligible on or after 01.01.2016. In view of this, Ministry of Health & Family Welfare is requested to provide clarification on these aspects and also on other conditions governing these increments for various purposes like allowances/fixation of pay on promotion etc.
