OFFICE MEMORANDUM

Sub: Restoration of discontinued Daily Officiating Allowance.

The undersigned is directed to invite the attention of the Ministry of Finance to their OM No.291/I/2017-E.II(B) dated 11.07.2017, wherein vide para 2 of OM ibid, attention has been drawn to Para 8.2.5 of the Report of the 7th CPC wherein it has been mentioned that any allowance, not mentioned in the Report ( and hence not reported to the Commission), shall cease to exist immediately. In case there is any demand or requirement for continuation of an existing allowance which has not been deliberated upon or covered in this report, it should be re-notified by the Ministry concerned after obtaining due approval of Ministry of Finance and should be put in the public domain.

2. It is mentioned here that prior to receipt of recommendation of 7th CPC, Daily Officiating Allowance was being paid to certain specified categories of non-gazetted staff on Indian Railways when a non-gazetted railway servant ‘belonging to certain specified categories was put up to officiate (a) in posts in continuous shift duties; (b) from a lower grade to a higher grade; and (c) in vacancies where a change of category is involved (but not for change of grade only within the same category). However, consequent upon the decision taken by the Govt. on the recommendations of 7th CPC, this allowance has been discontinued vide Railway Board’s letter No.E(P&A)-I-2011/FE-4/1 dated 05.09.2017 (copy enclosed)

3. It is stated here that certain posts in Indian Railways cannot be left unmanned even for a short duration and even for a single day due to operational reasons. Therefore, on demand of the Federations, viz., NFIR and ATRF, the issue has been considered in Railway Board’s office and it has been decided to restore the payment of Daily Officiating Allowance to those specified categories of non-gazetted staff put to officiate as mentioned in para 2 above.

4. In view of the above, Ministry of Finance is requested to concur in with this Ministry’s proposal regarding restoration of discontinued Daily Officiating Allowance.

5. The proposal is sent with the approval of Board (Member Staff and Financial Commissioner/Railways).
