subject: Merger of 33 postal Dispensaries with CGHS and transfer of funds to CGHS
with reference to the subject mentioned above, the undersigned is directed to state that in pursuance of the decision taken by the Government on recommendations of seventh Central Pay Commission, the following 33 (thiry Three) Postal Dispensaries presently functioning in 33 (thiry three) cities. i.e Agra, Ajmer, Aligarh, Ambala, amritsar, Bareilly, Behrampur, chappra, cuttack, Darbhanga, Dhanbad, Dibrugarh, Gaya, Gorakhpur, Guntur, Jalandhar, Jalpariguri, Jodhpur, Kota, Moradabad, Muzaffarpur, Nellore, Raipur, Rajahmundry, saharanpur, silchar, siliguri, tirunelveli, tiruchirpalli, vadodra, varanasi, vijayawada and viskhapatnam are merged with the Central Government Health Scheme (CGHS) as per the approval of Ministry of finance, Department of Expenditure’s vide I.D.No.18(4)/E.V/2017 dated 26.11.2018. An order in this regard has been issued by this Ministry on 19.12,2018. As per the order No.S.11011/1/2016-CGHS-III/EHS dated the 19th December 2018 the takeover is to be effective from 01.01.2019.

In this regard it is submitted that although, CGHS is to take over the 33 postal dispensaries from 1st January 2019 and prepare for installation of computers and Leased line internet connectivity etc., it may be considered that the expenditure in terms of the salaries and establishment and the recurring costs for running the above mentioned dispensaries after takeover by CGHS for the remaining part of the Financial Year may be continued to be borne by the Department of Posts so as to avoid inconvenience to the employees in the last quarter of financial year, particularly with reference to the TDS and uploading of TDS with Income-tax authorities.
3. However, if the above proposal in para (2) is not agreeable, it is requested that the Budget allocated for running the 33 Postal dispensaries under different heads for the remaining period of the current financial year may be transferred to the Ministry Of Health & Family Welfare for allocation to CGHS.
4. This issues with the approval of Competent Authority.
