OFFICE MEMORANDUM
Subject: Fixation of pay under FR 22-C of Government employees stagnating at the maximum of the lower scale – recommendations of the Third pay commission.
The undersigned is directed to invite a reference to the recommendation of the Third Pay commission contained in para 25 of chapter 8 in volume I of their report to the effect that the employees who are promoted to higher post after having reached the maximum of the scale of the lower post and their pay is required to be fixed under FR 22-C should be allowed a notional increment above the maximum of the lower scale (equivalent to the amount of the last increment in that scale) and the pay be then fixed at the next above stage in the higher scale. the said recommendations has been accepted by the Government vide item 8 of this Ministry’s Resolution No.70(34)/73-IMP.cell dated 1-11.73.
2. the president is now pleased to decide that the notional pay of employees stagnating at the maximum of the lower scale will be arrivel at by increasing that pay by an amount equivalent to the last increment in the lower scale, before pay is fixed in the higher scale at the stage next above the notional pay so increased under the provisions of FR 22-C.
3. These orders should take effect from 1-11-73.
4. Inrelation to the employees serving in the I.A. & A.D., these orders are being issued with the concurrence of the C & A.G.
