ONE RANK ONE PENSION (OROP) FOR PARAMILITARY FORCES

A question was raised in the Rajya Sabha about the implementation of OROP scheme for paramilitary forces by Shri Harivansh and the same was answered on 21.07.2015. The question focused on the specific points related to the issue. It asked about the difficulties, legal hurdles faced by the government and the possible financial burden that will be imposed on the budget of the Ministry of Defence after the implementation of OROP.

More importantly, it asked whether the government is formulating any policy for implementing OROP for the paramilitary forces also. Rao Inderjit Singh, Honourable Minister of State in the Ministry of Defence responded to this question. He said OROP for the Armed Forces has been accepted by the Government and the modalities for implementation of this scheme have been discussed with concerned stakeholders and are presently under consideration of the Government. OROP will be implemented once the modalities are approved by the Government. He said the government is not formulating any policy for implementing OROP for the paramilitary forces.

    Para-Military is our front line defence in border. They are performing same duty with full enthusiasm on border as well as within country like in naxal area, north east area etc. They are para military but naturally duty is performed entirely like our Armed Forces. They are taking as risk as Armed Forces. I think Govt. Should think about it and implement OROP for them because their life has as meaningful and important as Armed forces. After retirement they and their families are facing same financial problem.

    Govt. Should not discriminate with para-military.

    OROP should also be made applicable for all CPMF peronnel. Giving benefit to Elder brother and leaving younger brother at the mercy of others is not good on the part of Government. As a matter of fact,CPMF personnel are on war on day to-day basis and their casualties are much more higher in comparison with army and in return One Constable of CPMF is getting monthly pay at par with that of a HALWAI(MATHAI WALLAH) which is a mockery on our part and injustice with younger brother whereas one Sepoy of Army is getting 15,000/- more pay monthly than pay of Constable despite free, Roti, Kapada aur Makan along with CSD facilities. whereas no such facility has been given to younger brother. Younger brother always lives under the shadow of death whereas Elder brother is concerned with only conventional war. There is no constitutional provision that all benefits should be given to Elder brother and younger should be left at the mercy of other peoples.In these days it is very difficult for younger brother to survive by hearing un-wanted taunting from Elder brother. Therefore, I once again approach Hon’ble P.M. to kindly re-view the case and OROP should also be made applicable for CPMF personnel.

    THE SAME REPLY LIKE FAIRY TALE “JACKAL & CROCODILE”. I WOULD LIKE TO PUT A SOFT REQUEST THAT COMPETENT AUTHORITY SHOULD REALIZE THAT THEIR EFFICIENCY ARE IN QUESTION. ALMOST A YEAR IS GOING TO BE COMPLETED TO GET THE PRECIOUS ‘MODALITIES’ BEING APPROVED. THIS COMMENT IS NOT MEANT TO HURT SOMEONE OTHER WAY ONLY TO HASTEN THE PROCESS OF APPROVAL.
