Sub: House Rent Allowance to the state Government Employees

In pursuance of the Government Resolution on the report of the 7th Assam Pay and Productivity Pay Commission and the report of the committee vide Notification No.FPC.1/2017/Pt/1 dtd 17th March,2017. the Governor of Assam is pleased to revised the House Rent Allowance payable to the State Government Employees as follow:-

(a) For Employees is service:

The revised amount of HRA for the employees in service and who are presently drawing HRA shall be worked out by multiplying the pre-revised amount of HRA by a factor of 1.2. This shall further be increased every year on 1st July by 3% rounded off to the next Rs.10.

(b) For New Employees (On or after 01-04-2016)

Employees joining the service after the implementation of the revised pay scale shall be paid HRA as per the table below:-

(c) The employees working in the establishment located outside North East shall be paid HRA at the rates applicable to the Central Government Employees. Accordingly in cities of Class X,Y & Z status the rates will be 24%, 16% and 8% of the basic (PB+GP). However, NPA will not be included in pay for this purpose and there will be no revision on account of increased in the DA beyond 50%.

(d) While granting reimbursement of House Rent Allowance it has to be ensured that for one household there should not be more than one house rent allowance. That is, only one house rent allowance for serving husband and wife posted in the same headquarters will continus.

(e) The State Government employees residing in a Government quarter will be required to pay house rent equivalent to 10% (ten) percent of his basic pay or the standard rent whichever is less.

(f) The Procedure of furnishing certificate regarding residing in a rented/own house and rent receipt as has been laid down in O.M.FM.54/98/02, dated 14th July, 1998 has been dispensed with. However, every Government servant shall have to furnish a certificate indentifying the mode of accommodation availed by him such as rented house/own house/Government quarter in the Annexure-I with his first claim after the revised scale of pay come into force. Subsequent change in the mode of accommodation should be intimated to the Drawing and Disbursing Officers by the officers drawing pay in Establishment pay bill and to the Accountant General by the self drawing officers.

(g) The house rent allowance will be classified under “Salary” and will be debited to the Head of Account from which the Government Servant draws his pay.

(h) This cancels the earlier O.M.FM.5/2010/02, dated 19th February,2010.

(i) However, the Govt. O.M.FM.5/2010/29, dated 29th March, 2012 will remain valid further orders (Copy enclosed)

(j) This will come into force w.e.f 01-04-2016.
