SUB: Special Duty Allowance for AIS Officers borne in Assam Cadre.
Prior to 2009, the All India Services Officers posted in Assam were entitled to 12.5% of their Basic Pay as Special Duty Allowance.
In order to address the specific constraints and difficult circumstances faced by the serving officers in the North-Eastern states, the Government of India, vide F. No. 14017/4.2005-AIS(II), Dated: 10th February, 2009, decided to grant “Special Allowance for officers belonging to North-East Cadres of All India Services” posted and serving in the North-Eastern Region at the rate of 25% of Basic Pay in addition to other allowances. Thus, the Special Duty Allowances went upto to 37.5% of Basic Pay in respect of All India Services Officers posted and serving in Assam.
The 7th Central Pay Commission also retained this benefit of Special Duty Allowance and in line with their general approach of rationalizing the percentage based allowances by a factor of 0.8, recommended that Special Duty Allowance for All India Officers serving in North East should be paid at the rate of 30% of Basic Pay.
It is pertinent to mention that this monetary benefit, in the form of Special Duty Allowance, is limited only for the All India Services Officers posted and serving in Assam.
The retired All India Services Officers, who take up post retirement assignments voluntarily, are not entitled to this benefit. If any official in his/her post retirement assignment has availed this benefit, the concerned authority should take necessary action for recovery of the same, observing due procedure of such recovery.
The OM will come into force with immediate effect.
