Office Memorandum

Subiect: Implementation of Government’s decisions on the recommendations of the 7th Pay Commission-Revision of Pension of pre-2016 pensioners/family pensioners etc.

A reference is invited to para 2.1 of Deptt. of P&PW OM No. 38/37/2016-P&PW (A)(ii) dated 04.08.2016 wherein it has clearly been stated that “these orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pensionl Rules,1972, Central Civil Services (Extraordinary Pension) Rules and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil Service retired from service on or after 1.1.1973”.

2. Further, para 9 of the aforesaid OM states that “All Pension Disbursing Authorities including Public Sector Banks handling disbursement of pension to the Central Government pensioners have been authorized to pay pension/family pension to existing pensioners/family pensioners at the revised rates without any further authorization from the concerned Accounts Officers/Head of Office etc”. CPAO has also clarified vide point No.9 of its clarification issued to the banks at Annexure-ll of its communication number CPAO/IT&Tech/ Revision (7th CPC)/19 Vol-lll/2016-17 /124 dated-30.08.20l6

3. However, complaints from All India Service Pensioners, who are drawing their pension through State Governments, are being received in CPAO that the banks have not revised their pensions for want of any instruction from respective AGs/Designated Authorities

4. Keeping in view the grievances of AIS pensioners, banks are advised to comply with the instructions of para 9 of DP&PW OM dated-04.08.2016 and make payment to AIS
pensioners immediately.

This issues with the approval of Chief Controller (Pensions).

    i am widow of my late husband drawing family pension . Option 1 i get Rs 6000 more as my husband worked in the same level for 11 yrs . Bank has disbursed as per option 2 i.e multiple of 2.57. How to get this corrected .

    It appears that govt is conspiring to deny the benefit of fixation of pension based on formula 1 recommended by 7th pay commission by on the ground of non availability of records.When they have already issued corrigendum to PPO to fix pension based on 6th pay commission it is only a clever argument to deny the benefit.It is a simple formula that basic on which a pensioner retired to be linked to the pay scale and accordingly no of increments to be fixed and revised pension can be fixed

    My comment at 8.32 am has erroneously been typed in the last as option No II since option II does not Considers Stagnation Of 17 years in retiring level.

    This letter is not clear for considering stagnation in retiring level.In my case i was Stagnated For 17 years in the retiring level hence this optio n is exercised by me since by this option my pension Is around 56050 p.m.but OBc Bank Koperkhairane has disbursed me pension of Rs 40634 in the month of sept 2016as per 7 cpc.

    My Bank OBC Koperkhairane has disbursed pension as per option II this letter is not clear as to disburse pension as per Option i / Option /II so please Clarify .I have given documentary evidence in support of my Stagnating in the retiring level for 17 years from 1992 till retirement ie up to 2009 but Ihave been paid pension as per option i .I have also opted for option ie more beneficial to me ie option II
