Office Memorandum

Subiect: Implementation of Government’s decisions on the recommendations of the 7th Pay Commission-Revision of Pension of pre-2016 pensioners/family pensioners etc.

A reference is invited to para 2.1 of Deptt. of P&PW OM No. 38/37/2016-P&PW (A)(ii) dated 04.08.2016 wherein it has clearly been stated that “these orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pensionl Rules,1972, Central Civil Services (Extraordinary Pension) Rules and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil Service retired from service on or after 1.1.1973”.

2. Further, para 9 of the aforesaid OM states that “All Pension Disbursing Authorities including Public Sector Banks handling disbursement of pension to the Central Government pensioners have been authorized to pay pension/family pension to existing pensioners/family pensioners at the revised rates without any further authorization from the concerned Accounts Officers/Head of Office etc”. CPAO has also clarified vide point No.9 of its clarification issued to the banks at Annexure-ll of its communication number CPAO/IT&Tech/ Revision (7th CPC)/19 Vol-lll/2016-17 /124 dated-30.08.20l6

3. However, complaints from All India Service Pensioners, who are drawing their pension through State Governments, are being received in CPAO that the banks have not revised their pensions for want of any instruction from respective AGs/Designated Authorities

4. Keeping in view the grievances of AIS pensioners, banks are advised to comply with the instructions of para 9 of DP&PW OM dated-04.08.2016 and make payment to AIS
pensioners immediately.

This issues with the approval of Chief Controller (Pensions).

    That every CPC report & implement many anomalies come out .I could not understand that commeetty headed by very respectable person very qualified & experience s could do the correct calculation .they have simple mathematics calculated & find correct.
    Take the vi CPC while implemented what they done only to benefit their pension & serving officers are getting more .Now 7cpc pensioner s option1&option-ii why they approve d
    2 option.& now commeetty will decide .all previous commeetty report will benefit lower gd pensioner not at all…

    All India Radio issued the orders for fixation of pay of Senior Announcers with effect of 1.1.2006.The order says that Grade Pay of 6600/-should be given to those who had put in 24 years of service between 1.1.2006 and1.8.2006 what about those who had put in more than 24 years of service before 1.1.2006.KINDLY CLEAR THE DOUBT.GHULAM HASSAN GHAMGEEN (RTD) SENIOR ANNOUNCER Radio Kashmir Srinagar.

    I retired on September 2005 and my last pay was 13575 in the scale of pay 10000-325-15200. I was promoted &joined in the last scale of pay in February 1997 with basic pay Rs 10975. So I earned 8 increments in the last scale of pay. As per 6th cpc, my basic pension was fixed at Rs 14112 and by option (ii) my pension has been fixed at 36268 from 1.1.2016 (in 7th cpc).
    By option (i) of 7th cpc, my basic pension Will be Rs.42900.So I will be heavily deprived if option (i) is denied by the Govt.

    Old pensioners that is pre-2006 are the most sufferer and the govt is not taking care of the elderly people in the country. What ever is due to them as per 7cpc must be given by both central and state govt. They can not make hue and cry at this stage of their last phase of life. Medical facilities and care takers are the basic requirement they usually need after the age of 70 years.They can not be deprived of their right of 1 st option of pensioners with due benefits of increment in their last scale.

    I am a Pensioner who retired from All India Radio, before 2006 and have not been fixed on the basis of by giving Notional increments by the Bank. What action to be taken? Kindly guide me
