Dear Sir,

Sub: Engagement of Consultants (Contractual) in the dispensaries functioning under ‘Staff Benefit Fund’ (SBF) scheme.

Ref: Railway Board’s letter No. E(W)2017/ISM/10 dated 16/09/2019.

With reference to Railway Board’s letter dated 19/09/2019 relating to engagement of Consultants (Contractual) in the dispensaries functioning under ‘Staff Benefit Fund’ (SBF) scheme, the Federation desires to place the following facts for proper appreciation.

In most of the cases, the Homeopathic/Ayurvedic Doctors engaged under Staff Benefit Fund (SBF) scheme are providing qualitative service to the patients, thus more and more patients are preferring to avail the treatment from these doctors. In fact, there are representations from the employees that wherever 04 — hourly working is in vogue in the dispensaries/health units, the same needs to be enhanced to 08 hours working to facilitate the patients to avail treatment from Homeopathic/Ayurvedic Doctors. It may also be appreciated that motivating these Doctors and dispensers would generate greater staff satisfaction, therefore, the so-called court cases/contempt petitions should not influence the mind of the administration to take a different view. As a matter of fact, these doctors deserve to be encouraged duly continuing their services without break.

NFIR therefore requests the DG/HR to kindly consider the case of Homeopathic/Ayurvedic Doctors functioning under the Staff Benefit Fund Scheme for the purpose of revising the rates of their Honorarium taking into account, the cost of living and other relevant factors. It is again requested that wherever 04 hourly working exists at present, the same be revised to 08 hourly working early.
