Sub: Extension of Extra Ordinary Leave to ADMO (Prob.) due to delay in completion of PG on account of COVID-19 pandemic.

ii) NAIR’s letter No. CTI-NAIROPERN (IRMS)/5/2022 dated 05.08.2022.

Vide Board’s letter of even number dated 12.11.2020 detailed instructions were issued on the subject of re-joining of ADMO (Probationers) after having availed Extra Ordinary Leave (EOL) from NAIR. Taking into consideration the fact that COVID-19 pandemic continued in the year 2021 as well and the schedule for academic year 2020-2021 and 2021-2022 also got disturbed resulting in delay in completion of PG courses, in partial modification to Para 1 of the table in Board’s letter dated 12.11.2020, it has now been decided that :-

“ADMO (Probationers) of CMSE – 2014 to 2017 exam batch whose sanctioned EOL (for the purpose of pursuing Post Graduation studies) has expired recently or is about to expire shortly and whose request for extension of EOL for completing their PG studies /exams delayed on account of COVID pandemic, may be allowed extension of EOL by DG/NAIR till completion of their PG subject to the condition that total period of absence must not exceed five (05) years. Thereafter, these probationers should report to NAIR and should be directed for field training. Subsequently they may be given leaves, in accordance with leave rules, to cover the period of their viva voce/PG practical exams only, if any.”

2. It is clarified that the above relaxation allowing extension of EOL by DG/NAIR is applicable only for ADMO (Probationers) whose PG studies/exams have got delayed on account of COVID pandemic and not for other ADMOs (Prob.) seeking extension in EOL on account of Bond obligations with State Govt./Central Govt./University etc, or any other personal reasons. For such cases, existing instructions contained in Para 3 of the table in Board’s letter dated 12.11.2020 may be followed.

3. This issues with the approval of Associate Finance, Ministry of Railways.
