Sub: Filling up of posts in ongoing electrification projects undertaken by CORE

Attention is invited to Board’s letter of even number dated 05.10.2017, wherein it was clearly stated that filling up of vacancies of CORE projects shall primarily be the responsibility of the Zonal Railway in whose territorial jurisdiction the electrification project is being undertaken. The concerned General Managers and Divisional Railway Managers should tie up with the concerned Heads of the RE project to ensure posting of sufficient number of staff in a manner similar to that for construction projects. It was also stipulated therein that the Zonal Railway concerned need not ask for option or willingness from any staff and arrange to post the technical/non-technical staff working at any level after assessing suitability and requirement of the project.

2. The General Manager/CORE, in the MCDO upto June, 2020, has pointed out that there is an acute shortage of supervisors in the projects; which is adversely affecting the progress of electrification works. He has requested that Zonal Railways may be impressed upon to spare the Non-Gazetted Supervisors.

3. The matter has accordingly been considered. It is observed that the difficulty of shortage of staff being faced by CORE may cause delay in the execution of the projects handled by them, impacting the unit cost of operations in Indian Railways adversely.

4. The instructions contained in Board’s letter dated 05.10.2017 ibid are accordingly reiterated for strict compliance. Necessary action may be taken to spare the Non-Gazetted Supervisors for the R.E. Projects at the earliest.
