FIXATION OF INCOME CRITERIA FOR RESERVATION

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-
(a) whether the income criteria for the EWS persons from General Category and the Creamy Layer of OBC stand at par;
(b) whether the EWS persons from General Category are getting the benefit of 10 per cent additional reservation on the same income, while the reservation on the same income for OBC has been eliminated;
(c) the mechanism devised towards fixation of income criteria for both the categories; the details thereof; and
(d) whether Government would consider extending the benefits of reservation in an exclusive manner across categories as applicable for General Category so that poor people could get a preferential treatment?

(a) Yes Sir. The annual income limit for determination of OBC Creamy Layer & the annual income for determination of EWS, are both Rs. 8 jakhs.
(b) No Sir. The EWS and OBC reservation schemes are entirely different with no relation to each other.
(c) The income criteria for determination of OBC creamy layer is parental income of the candidates (excluding income from agriculture) as given in DoPT O.M. dated 8.9.1993, DoPT letter dated 14.10.2004 and DoPT O.M. dated 13.09.2017, while in the case of EWS it is family income from all sources.
(d) No Sir. No such proposal is under consideration.
