Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) Whether Government has received proposals from various autonomous institutions including Kendriya Vidyalaya Sangathan and Employees’ Provident Fund Organization regarding inclusion of their employees under the Central Government Health Scheme (CGHS);

(b) If so, the details thereof and the response of Government thereto;

(c) Whether a number of States and Union Territories still do not have even a single CGHS dispensary, if so, the details thereof and the reasons therefor;

(d) Whether Government has failed to expand CGHS facilities in the country due to severe financial and other resource constraints; and

(e) If so, the details thereof and the reaction of Government thereto?

The Government has been receiving proposals from time to time from the various Autonomous bodies including Kendriya Vidyalaya Sangthan for inclusion of their employees under the Central Government Health Scheme. The serving employees of Employee’s Provident Fund Organization are covered under CGHS in Delhi and those of Kendriya Vidyalaya Sangthan are covered under CGHS in Delhi, Mumbai, Chennai, Kolkata, Hyderabad and Bangalore.

CGHS is primarily meant for the Central Government Employees receiving their salary from the central Civil Estimates of Government of India. Consequently employees of Central PSUs and autonomous organizations are not entitled per se to CGHS benefits. The Committee of Secretaries in its meeting dated 23rd December 2008 took a decision that CGHS would not be extended to any new organizations since the performance of CGHS had started deteriorating under the ever increasing work load and dwindling resources. The ministry has, therefore, been regretting requests received from various autonomous organizations for extension of CGHS facilities to their employees and pensioners.

At present, 25 cities are covered under CGHS as per details placed at Annexure. Recently, a proposal was mooted to open at least one dispensary in the Capital city of each state where there was no CGHS facility. It has been approved by the Department of Expenditure and orders have been issued on 19.11.2014 to open the dispensary in these cities, namely: Raipur, Shimla, Itanagar, Aizawl, Agartala, Imphal, Kohima, Gangtok, Panaji, Gandhi Nagar and Puducherry.
