Subject: Reviewing of guidelines in respect of those AEs/EEs, who desire exemption from passing departmental accounts exam prescribed for AEs/EEs after attaining the age of 57 years.

As per the existing guidelines dated 09.06.2015 on the above cited subject, the Executive Engineer/ Assistant Engineer/Junior Engineer and equivalent are required to pass the departmental examination within 2 years from the date of promotion /joining the department for earning the 2nd increment. Exemption from passing the departmental examination will be considered on case to case
basis. Exemption will be granted by Spl’ DG(HQ), CPWD subject to the officers fulfilling the following conditions:

(i) The officer should have reached the age of 57 years’
(ii) He should have good records of service.
(iii) The officers who have not passed Departmental Account Exam will not be considered for the field Posting.
(iv) On such exemption being granted by the competent authority, all the withheld increments of the officer may be released w.e.f. date of such exemption, but without any arrears for the period prior to the date of exemption, subject to the retention of normal annual date of increment.

2. A meeting was held under the Chairmanship of SDG(HQ) to review the above guideline. During the meeting it was decided that posting in field or planning should not be linked with the grant of exemption from passing the departmental accounts exam after attaining the age of 57 year. Hence, the Committee ag1eed / recommended to delete the para (iii) of the O.M. dated 09.06.20

3′ The knowledge of departmental account is essential for function of a Divisional Officer/Sub Divisional officer. Hence, before making a final decision on the above recommendation, it has been decided with the approval of Competent Authority to invite comments on the following points in this matter as:

(a) how the passing of departmental account exam should be linked with posting of AEs and EEs in the field and planning that too on promotion or two years after promotion.
(b) those AEs & EEs who do not qualify departmental Account Exam are to be given field posting or not? If not, then at what stage, i.e. at the time of promotion or after two year of promotion etc.

4. All concerned are requested to send their comments on para 3(a) & (b) above.
