Dear Comrades,

MOD ORDERS FOR PAYMENT OF RISK AND HARDSHIP ALLOWANCE TO THE FIRE – FIGHTING STAFF WORKING UNDER VARIOUS DEFENCE ESTABLISHMENTS AS RECOMMENDED BY 7TH CPC ISSUED TODAY

We are happy to inform you that after our continues persuasion MOD vide OM No. 02(01)/2017/D(Civ-II) dated 29th May, 2018 have issue orders for payment of Risk and Hardship Allowance to the Fire Fighting Staff working in Defence Establishments. A copy of the MOD order dated 29th May 2018 is enclosed herewith as Annexure-I of this Special Circular

MOD REITERATES THAT THE GOVERNMENT IS COMMITTED TO FULLFIL THE ASSURANCES MADE ON 9TH MARCH 2018 TO THE FEDERATIONS

Your are aware that since the MOD has not taken any steps to implement the written assurances given during the discussion held on 9th March 2018 with the three Federations AIDEF has represented to the MOD vide letter dated 20.04.2018 and 06.05.2018 to take steps for implementing the assurances given by the MOD. In response to our above letter MOD have issued a letter dated 23/05/2018 to our federation stating the following:-

“It is being reiterated that the Government is committed to fulfill the assurances made during the discussion held on 9th March 2018. There should be no ambiguity on this matter”

A copy of MOD letter dated 23.05.2018 is enclosed as Annexure-II of this Special Circular. We will continue to monitor the implementation of the assurances given by the MOD.

OFFICE MEMORANDUM

Subject: Risk and Hardship Allowance to the Fire-fighting staff working under various Defence Establishments – Implementation of VII CPC Recommendations.

Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission by the Government vide Ministry of Finance Resolution No. 11-1/2016-IC dated 06th July, 2017, the President is pleased to sanction Risk and Hardship Allowance for Fire-Fighting staff employed in various Defence Establishments at the following rates:

2. The above rates shall increase by 25 percent whenever the Dearness Allowance payable on the revised pay structure rises by 50 persent.

3. These orders shall take effect from 1st July, 2017.

4. This issues with the concurrence of Ministry of Finance (Dept of Expenditure) vide their ID No.A-27023/4/2017/E.II B/7th CPC dated 10th May, 2018 and Ministry of Defence (Finance/AG/PB) vide their Dy.No.28/AG/PB/2018 dated 24th May, 2018.
