Subject: Pay fixation benefit equal to one increment at the time of upgradation under MACPS/Promotion of Master Craftsman (MCM) to the Grade of Chargeman (both posts carrying Grade Pay of Rs.4200/-) — reg.
The above issue was taken up with Department of Personnel & Training! Ministry of Finance for reconsideration, DoP&T has clarified vide-ID Note No.1124476/2015-Estt(Pay-I) dated 26th, November 2015 that the incumbents of the post of MCM (carrying Grade Pay Rs.4200) on their promotion to the post of Chargeman (Grade Pay Rs,4200) as per instructions on the MACP Scheme, are entitled to the pay fixation benefits at the time of grant of financial benefit under the MACP Scheme. This is more so in view of the fact that the provisions of the FR 22(I)(a)(1) are invoked in case of non-functional upgradations wherein the individuals remain in the same post but are granted the next higher grade pay in the promotional hierarchy. Ministry of Finance (Department of Expenditure) have also supported the views of DoP&T [vide their ID No.300294293/E.III-A/2016 dated 23.6.2016]
2. In view of the above, the concerned Administrative Divisions are requested to convey the above mentioned clarification to the field formations/ establishments under their control with the directions to allow the benefit equal to one increment as available on pay fixation under FR 22(I)(a)(1) to the MCM on their promotion to the post of Chargeman/upgradations under the MACP Scheme.
3. The Administrative Divisions are also advised to issue necessary instructions to field formations/ establishments to complete the exercise of amending the RRs of the post of MCM and Chargeman expeditiously, in a time bound manner.
