OFFICE MEMORANDUM

Subject: Implementation of Government’s decisions on the recommendations of the 7th Pay Commission-Revision of Pension of pre-2016 pensioners/family pensioners etc- Procedural actions for revision.

The undersigned is directed to say that orders for revision of pension of pre-2016 pensioners/family pensioners by notional pay fixation in the 7th Central Pay Commission Matrix have been issued vide this Department’s O.M. No.38/37/2016-P&PW(A) dated 12.05.2017. Subsequently, concordance tables for fixation of revised pay and pension/ family pension of pre-2016 pensioners/family pensioners have also been circulated vide this Department’s O.M. No. 38/37/2016-P&PW(A) dated 06.07.2017.

2. Attention of Ministries/Departments is invited to Para-18 of this Department’s O.M. 38/37/2016-P&PW(A) dated 12/05/2017 where by responsibility has been cast on Head of Department and Pay and Accounts Office attached to the office from which the Government servant had retired or was working last before his death to revise the pension/family pension of pre-2016 pensioners/ family pensioners with effect from 01.01.2016

It has, however, come to the notice of this Department that the process of revision of pension/family pension of pre-2016 pensioners/family pensioners has not Vet been started by a large number of Ministries/Departments/Organizations/Offices. It has also been brought to the notice of this Department that pensioners/family pensioners are being asked to make a formal application for revision of their pension/family pension. The instructions issued by this Department do not provide for submission of application by individual pensioners/family pensioners for revision of pension/family pension. Ministries/Departments etc. are, therefore, once again requested to suo moto proceed to process the revision cases immediately to avoid delays in issuance of revised PPOs of pre-2016 retirees.

4. All the Ministeries/Departments are also requested to furnish the status of revised cases as on 16-08-2017 in the enclosed proforma so as to reach this Department latest by 31-08-2017.

    So far my knowledge is concerned this is a good opportunity to create a complete database of all the pensioners in ARPAN which is obviously a one time process and this is the first process to be initiated. Govt should not be in such a hurry like that and must give time to the officials involved in this regard so that each and every field could be entered from the Service Record or any other available records before generating PPO finally which is never possible in suo-moto procedure because the PPO generating in this way will have errors either in pay or pay scale or basic pension etc etc. This will bring complaints from the pensioner resulting re-revision again with the help of the basic documents again which is nothing but loss of manpower and duplicay of work again and again. So far the no of pensioners are concerned it is a herculean task and must need time.

    There is no way a pre 2006 railway pensioner can trace the stage at which his/her case of revision of pension is and when likely the revised PPO.will be issued while the one existing as designed by the western railway is not rightly functioning when all other central departmets have this facility.the RB is requested take action to provide this facility very early.

    How about issuing PPO based on date of birth,so that no local/and other influences play any part for early issue thereby the elder most, is served in descending order of birth.otherwise those aged 80s and 90s more so residing in far off places from the place of PPO. Issuing office, are totally neglected till last. especially the aged illiterate women family pensioners,residing in rural areas, while the influential local pensioners more so retired from the same office and especially Officers are served by passing the elders.And further time be fixed on banks to draw revised pension and arrears from the date of receipt of electronically sent PPO, while banks mostly are laws to themselves so far as the pensioners are concerned. The DoP&PW is requested to Save the old pensioners from humiliation first from PPO issuing authority and next from the banks.Gov
