OFFICE MEMORANDUM

Subject: Review of CSSS Officers (PSO) under FR 56 (j) and Rule 48 of CCS Pension Rules, 1972- reg.

The undersigned is directed to refer to this Department’s DO letter No. 21/19/2015-CS.I(P) dated 15.09.2015 on the subject mentioned above.

2. In terms of this Department’s O.M. No. 25013/01/2013-AW dated 07.08.2015 on the subject above, review of officers is broadly covered under the following guidelines:

(I) If service of an officer is not useful one can be compulsorily retired in public interest;

(ii) Review is after having due regard to the entire service record of the officer viz, ACR/APAR dossier, personal file, work and performance of the officer in files/ reports prepared;

(iii) Adverse entries including un-communicated entries in CRs should be taken note of and given due weightage;

(iv) Integrity : Actions/ decisions which do not appear to be above board; complaints received; suspicious property transactions — not sufficient evidence to initiate departmental proceedings;

(v) Conduct unbecoming to the public interest or obstructs efficiency in public services;

(vi) Not a short cut to avoid disciplinary proceedings and should not be resorted to as a punitive measure.

3. It may be observed that ACRs/APARs are one of the vital inputs in facilitating the said review under FR 56(j) and the same information have to be assessed by the Review Committee. It has, however, been noted that many PSOs have deficient ACRs/APARs. The position regarding availability of ACRs/APARs in respect of such officer is annexed herewith.

4. The concerned cadre units and the officers concerned are, therefore, requested to forward the deficient ACRs/APARs immediately to this Department but not later than 28.09.2015 in any case. In case, the deficient ACRs/APARs are not received by 28.09.2015, this Division will be constrained to submit the available records before the Committee and a decision may accordingly be taken by the Committee.
