Sub:Coverage of ECHS employees under the EPF & MP act, 1952.

Sir/Madam,

Govt. of India, Ministry of Defence formulated the Health care schemes for its ex-servicemen which is called ECHS. It is implemented by project organisation having its headquarters at Delhi and regional centres at different locations. The list is enclosed for ready reference, please. The contact detail of regional centres and station headquarter lying under the jurisdiction of different EPF offices can be found at http://echs.gov.in/rc.html.

2. Central Provident Fund Commissioner take up the matter vide DO letter dated 27/09/2016 with Secretary Ministry of Defence to issue necessary direction to concerned offices to comply under the EPF & MP Act 1952. In this regard, Ministry of Defence vide letter No. B/49760/AG/ECHS (WC)/2016 dated 20/07/2016 and 07/10/2016 with subject applicability of EPF to ECHS contractual staff wherein Central Organisation ECHS has directed for online registration by Stn HQ as employer with EPFO urgently. (Copy enclosed).

3. Further Ministry of Defence vide letter note No. 12(20)/VIP/2015-WE of dated 10.02.2016 (Ministry of Defence, Dept of Ex-servicemen Welfare) regarding applicability of EPF and MP act 1952 in case if staff employed in Ex-servicemen contributory Health Scheme (ECHS) of contractual basis wherein Co. ECHS has been requested to approach EPFO for enrollment of estt. under EPF & MP act 1952. (Copy enclosed).

4. It may be possible that these Regional Centers may not be having PAN number for online registration. In such cases their registration may be completed at RO/SRO portal registration and secure the compliance. As EPFO launched the drive for enrollment campaign 2017 the Regional and Sub-regional offices are directed to avail the information and secure for compliance under EPF & MP Act. Zonal ACCs may lead the concerned offices in their jurisdiction to secure compliance.
