SUBJECT :- Fixation of pay of officers appointed to Grade II and III of the Central Secretariat Service.
The pay of officers below the rank 123 in list VII appended to the Ministry of Home Affairs Office Memorandum No.1/53/51-CS dated the 24th July 1950 as also of Officers whose names have not been included in any of the lists has to be fixed on the basis of average of the pay drawn by them for the five years ending on the 31st October 1951. For this purpose, the Ministry of Home Affairs have decided that statements showing the average pay (excluding the periods of leave) are to be prepared by the Ministry concerned and checked by the Audit Officer. It is however apprehended that the preparation of such statements would take some time, and the pay bills of these officers will be held up. As this will cause hardship to them, it has been decided that payment can be made on a provisional basis subject to adjustment later, at the following rates.
(a)(i) All officers who are pre-1931 entrants and have been drawing pay in superintendents Grade at Rs.800 should have their pay bills passed for Rs.575/-
(ii) Officers whose pay on the 31st October 1951 was Rs.710 or above shall have their bills passed for Rs.500/-
(b)In respect of other officers
(i)those drawing on the 31st October 1951, pay between Rs.621 and Rs.710/- shall have their pay bills passed for Rs.450/-.
(ii)those drawing on the 31st October 1951 pay between Rs.591 and Rs.620/- shall have their pay bills passed for Rs.400/-.
(iii)those drawing on the 31st October 1951 pay between Rs.561 and Rs.590/- shall have their pay bills passed for Rs.375/-.
(iv)those drawing on the 31st October 1951 pay between Rs.531 and Rs.560/- shall have their pay bills passed for Rs.350/-.
(v)those drawing on the 31st October 1951 pay at Rs.530 shall have their pay bills passed for Rs.325/-.
2. The bills which have been returned unpassed may be revised and re-submitted to the Audit officers concerned after adjusting the over issue for the month of November 1951.
3. These orders will only apply for the period upto the end of February 1952.
