OFFICE MEMORANDUM

Subject:- Fixation of pay under the Central Civil Services (Revision of Pay) Rules, 1947, of persons officiating in higher posts on reversion to lower posts.

A question has been raised as to how the pay of a Government servant officiating in a higher posts should be fixed on a reversion to a lower post in which he would have officiated on the date from which he elects the prescribed scale but for his officiating appointment to the higher post. The Governor General is pleased to decide that in such a case, the officiating pay of a Government servant should on reversion to the lower post be refixed under the Central Civil Services (Revision of Pay) Rules, 1947, in that post from the date from which he elected the new scales of pay. The service rendered in the higher post will count towards fixation of pay in the lower post to the extent the appointing authority certifies that the individual concerned would have continued to officiate in the lower post but for his officiating appointment in the higher post.

The above procedure will apply mutatis mutandis to persons holding temporary posts in a substantive capacity.

    I am a central Govt. employee in grade pay of Rs 6600/- I need some clarification on entitlement about transfer traveling allowance . My case is as follows
    I was earlier a permanent officer under State Govt organization.Consequent upon my selection in a Central Govt autonomous organization, I after submitting technical resignation and being properly relieved from previous organization joined the Central Govt.
    I have submitted my claim for T T A ( Composite transfer Grant + transporation charges of personal effects and vehicle + rail tkts) and requested for crediting the 10 days unavailed EL ( joining Time Period) to my EL account .But my office informed me that you are not entiled for TTA.
    Can anybody may enlighten me on the issue with relevant rules.
