OFFICE MEMORANDUM
Subject:- Grant of additional pay to promoted Central Service Class I officers appointed to the posts of Deputy Accountants General or equivalent.
In the following established Central Services Class I:
(a)Indian Audits and Accounts Service.
(b)Indian Customs Service.
(c)Income-tax Service.
(d)Central Exercise Service.
(e) Indian Defence Accounts Service.
The prescribed scales of Rs. 350-350-380-30-590-EB-30-770-40-850 (Junior scale)/600-40-1000-1000-1050-1050-1100-1100-1150 (Senior scale) have been replaced by a single scale of Rs. 400-400-450-30-510-EB-700-40-1100-50/2-1250 with effect from 1st July, 1959. It has been provided in the rules that after the 5th year of service, the pay of the officer should be raised to Rs.700/- which gives an immediate increase of Rs.190/- in pay.
2. This, however, does not benefit the Class II officers promoted to Class I service since such promotions generally take place when the basic pay of the promoted officer is already much higher than the stage of Rs. 510/- and their pay on promotion to Class I service is fixed at Rs.700/- per month or above. It has been represented that promoted officers should also get some increase in pay at a stage when they generally become to hold charge normally meant for senior scale officers. The present position is anomalous in that such promoted officers get the same pay and the scale whether they work in the junior posts holding unit charge or the senior posts holding group charge.
3. A proposal to allow some special pay or an increase in basic pay to such promoted officers for shouldering the higher responsibility of the senior post of Deputy Accountant General or equivalent has been under consideration of the Government for some time. After consideration the President is pleased to decide that the officers promoted from Class II to Class I Service in the Indian Defence Accounts Service and Indian Customs and Central Excise Service after 1st July, 1959, will be given two additional of Rs. 40/- each when they are appointed to the post of Deputy Accountants General of equivalent. Their normal date of increment in the time scale will, however, continue to be same date on which the increment would have fallen due but for the grant of additional increments. In case of officers who have been promoted prior to issue of these orders to the post of Deputy Accountant General or equivalent in the integrated scale, their pay should be stepped up notionally by two additional increment from the date on which they were so appointed and pay fixed accordingly. In the case of officers on deputation, on the date of such promotion, such fixation of pay will be done from the date on which they would have been appointed to the post of Deputy Accountant General or equivalent, but for their deputation.
4. These orders take effect from 1st April, 1969 and are applicable to those who are in position or would have been in position on that date as Deputy Accountants General or equivalent; and those who will be appointed to posts of Deputy Accountants General or equivalent after the 1st April, 1969; but no arrears prior to that date would be admissible.
5. In so far as persons serving in the Indian Audit and Accounts Service are concerned, these orders have been issued after consultation with the Comptroller and Auditor General of India.
