Increment granted to the employees stagnating at the maximum of their pay scales for fixation of pay on promotion – item for consideration in the Committee of the National Council of J.C.M.

Increment granted to the employees stagnating at the maximum of their pay scales for fixation of pay on promotion – item for consideration in the Committee of the National Council of J.C.M.

IMMEDIATE

No.F.1(52)-E.III(A)/74
Government of India
Ministry of Finance
(Department of Expenditure)

NEW DELHI, the 31st March, 1977

OFFICE MEMORANDUM.

Subject:- Increment granted to the employees stagnating at the maximum of their pay scales for fixation of pay on promotion – item for consideration in the Committee of the National Council of J.C.M.

The undersigned is directed to refer to this paragraph 3 of this Ministry’s O.M. of even number dated the 26th September, 1974 on the above subject wherein information was called for from all the Ministries/Departments to find out the financial implications involved to study the demand of the Staff Side that orders contained in this Ministry’s O.M. no.1(9)-E.III(A)/74, dated 23.3.74 regarding fixation of pay under F.R.22-C in respect of employees stagnating at the maximum of the scale of pay at the time of their promotion to the next higher grade, should be given retrospective effect from 1.3.70 instead of 1.11.1973. The information received from  Ministries/Departments revealed that the aforesaid demand of the Staff Side would have considerable financial implications. It was, not, therefore, found possible to accept the demand of the Staff Side.

2.The Staff Side has not made an alternate proposal that orders contained in the this Ministry’s O.M. dated 23.3.1974 should at least be given effect from 1.1.1973 instead of 1.1.1973. It has been urged by them that the number of employees who had reached the maximum of the revised scales during the said period from 1.1.1973 to 1.11.1973 would not be large but combined with the protection available for seniors to have their pay stepped up to the level of their juniors because of the operation of these orders, this might give some advantage to the employees who had promotion before 1.1.1973, but could not get the benefit of stagnation pay for purposes of fixation of pay in the old scale of pay.

3.In order to consider the alternate proposal of the Staff Side, it is necessary; to know the financial implications that may be involved in it. All Ministries/Departments are accordingly, requested to furnish consolidated information in the following form in respect of all offices under them:-

Name of the Ministries/Departments

No. of employees involved     Financial effect if of the Staff

the latest proposal

Side is accepted

Extre expenditure Involved in respect Involved in respect of employees stagnating at the maximum of the lower post and promoted to higher posts between 1-1-73 and 31-1-73 Extra expenditure involved in respect of employees promoted before 1.1.73 nut whose pay might require to be stepped up with reference to the pay of their junior promoted to the same post between 1-1-73 and 31-10-73

3. Since the Staff Side are anxious for anearly decision, it is requested that the requisite information may be furnished as early as possible so as to reach this Ministry latest by the 20th April, 1977.

I was working in Grade 7500-11500 and had drawn two stagnation increments of Rs 225 Each and my Pay was 11950 when I was promoted to ADEE Pay scale 7500-12000. Thus I was given a pay hike of Rs 50 only and my pay was fixed at Rs 12000.
As per extant rules an employee must get a minimum kike of Rs 100 when promoted to next higher scale. Should not I be given a stagnation increment of Rs 250 when fixing my pay on in higher grade of ADEE.
