Subject: Revision of pension/ family pension of pre 01.01.2016 pensioners/family pensioners of Haryana Government (7th CPC) w.e.f 01.01.2016 – clarification thereof.
Sir/Madam,
I am directed to invite your kind attention to the Finance Department’s Office Memorandum No. 2/23/2016-1Pension Dated 10.01.2018 vide which it had been decided by the State Government to revise the pension/family pension in respect of all Haryana Government pensioners/family pensioners, who retired/died prior to 01.01.2016 with effect from 1st January, 2016 followed by clarification memoranda of even number dated 30.01.2018/01.02.2018, 11/22.10.2018, 07.12.2018, 31.01.2019, 27.05.2019, 19.02.2020, 10.07.2020, 24.07.2020, 17.8.2021 & No.5/14/2020- 3P/ 1Pension(FD) dated 26.11.2021.

In the Para (vii) of OM No. 2/23/2016-1Pension dated 10.01.2018, it was provided that the provisions regarding notional fixation of pay as on 01.01.2016 would not be applicable for the purpose of revision of pension / family pension in respect of the pensioners who were drawing compulsory retirement pension or compassionate allowance under Haryana Civil Services (Pension) Rules, 2016.
3. Government of India has issued OM No. 38/46/2017- P&PW(A)(4879) dated 14.06.2022 for revision of pension / family pension in respect of the pre 2016 Central Government pensioners who were drawing compulsory retirement pension or compassionate allowance under CCS(Pension) Rules, 1972.
4. A number of reference is received from the pre 2016 retirees of above said category of Haryana Government, for revision of pension / family pension on the pattern of decision dated 14.06.2022 of Government of India.
5. After due consideration, it has been decided by the State Government that:-
(i) The provisions contained in O.M. No. 2/23/2016-]Pension dated 10.01.2018 regarding revision of pension / family pension after 7th CPC by notional fixation of pay would also be applicable for revision of pension / family pension in respect of pensioners who were drawing compulsory retirement pension or compassionate allowance.
(ii) The pension / family pension of such pensioners / family pensioners shall be revised w.e.f. 31.01.2016 in accordance with the aforesaid order for revision of pension of pre-2016 pensioner / family pensioners accordingly.
(iii) The Para (vii) of O.M.No.2/23/2016-1Pension dated 10.01.2018 is hereby withdrawn.
It is requested to revise the pension of pre-2016 pensioners mentioned in para 5 (i) & (ii) above, accordingly.
