Subject: Regarding creation of a new Baghpat Postal Division by rationalization/bifurcation of existing Meerut and Muzaffarnagar Divisions.

Please refer to Circle Office letter No. ESTT/Formation of New Postal Dn/Baghpat/5 dated 01.10.2021 on the subject cited above.
2. The proposal for creation of a new Baghpat Postal Division by rationalization/bifurcation of existing Meerut and Muzaffarnagar Divisions has been examined in detail in consultation with Integrated Finance Wing (IFW) of the Directorate. The proposal has been approved by the Competent Authority subject to review of financial performance of newly created Baghpat Division as well as that of Meerut and Muzaffarnagar Divisions after one year.
3. In view of above, the Circle is requested to take further necessary action accordingly and furnish an Action Taken Report to this office. Circle is also requested to ensure that the earning after bifurcation must be at least to the extent of expenditure being incurred in a period of one year. The review before completion of one year is a mandatory condition of IFW, therefore, the same be strictly adhered to.
4. This issues with the concurrence of Integrated Finance Wing vide their Dy. No. 157/2021- 22/FA-CS(P) dated 28.01.2022.
5. It is also informed that Election Commission of India vide their letter No. 437 /6/CG/LA-Multi/ECI/ LET/ FUNCT/MCC/2022 dated 21.02.2022 has conveyed No Objection from Model Code of Conduct angle for issue of Orders for creation of new Baghpat Postal Division, subject to the condition that no undue publicity shall be done in this regard by anyone to attain political mileage through it.
