Details and Steps Taken by Government to Fill Vacancies in Higher Education Institutions

This Lok Sabha question by Bhartruhari Mahtab raises concerns about the vacancies in teaching posts across Central Universities in India. The question seeks details about the government’s awareness of the situation, steps taken to fill vacancies in a time-bound manner, and the number of sanctioned and vacant positions in various higher education institutions.

Vacancies in Central Universities

Will the Minister of Finance be pleased to state:

(a) whether the Government has taken note of the vacancies against the sanctioned teaching posts in Central Universities across the country;
(b) if so, the details thereof and if not, the reasons therefor;
(c) the steps taken/proposed to be taken by the Government to fill the vacancies of teaching faculty in a time bound manner; and
(d) the number of sanctioned positions and vacant positions in various Higher Educational Institutions including Indian Institute of Technology, Indian Institute of Management, Central University in Odisha?

ANSWER

(a) to (c) Central Universities (CUs) under Ministry of Education are statutory autonomous organizations established under respective Central Acts of Parliament and governed by provisions of the Acts/Statutes/Ordinances made there under. Occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to retirement, resignation and additional requirements on account of enhanced students’ strength. Out of 18956 sanctioned teaching posts in Central Universities, running in regular mode, 12928 posts have been filled up and 6028 posts are vacant as on 01.02.2023. Ministry of Education has directed all the CUs to fill up the vacancies in Mission Mode, and since September 2021, more than 1400 faculty posts have been filled up.

(d) Total number of sanctioned positions and vacant positions in various Higher Educational Institutions including Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), Central University in Odisha are as under:-
