Subject: Grant of ACP/MACP benefits to the Tradesmen Mate.
Ref: Your letter 85610/47/ACP/IND (3)/Scheme/CSCC/79 dated 12-09-2014 and 85610/47/ACP/IND (3)/Scheme/CSCC/24 dated 30-04-2015
In your above cited letters instructions have been issued to various HQ CEs that Tradesman Mate who have completed 12 and 24 years of service upto 31-08-20008 will get the grade pay of Rs.1900/- and Rs.2400/- under 1st and 2nd ACP respectively, and such Tradesmen Mate will get the grade pay of Rs.2800/- as 3rd MACP w.e.f. 01-09-2008.

In this regard please refer to Mod ID No 50 (25)/2013-D (Estt/NG) dated 27.03.2014 (Copy enclosed) on the similar issue regarding ACP/MACP to Tradesmen Mate, which has been issued in consultation with D (civ), Def (Fin) and DOPT. MoD ibid ID clarifies that, Accordingly, there is no question of grant of 1st ACP to employees completing 12 years of service upto 31-08-2008 in the GP Rs.1900/- and 2nd ACP on completion of 24 years of service upto 31-08-2008 in the GP of Rs.2400/-
3. It is clear from the above that the instructions issued by your letter dated 12-09-2014 and 30-04-2015 seem to be in contravention with the MoD clarification dated 27-03-2014 issued in consultation with D (Civ), Def (Fin) and DOPT. As such, the clarifications dated 12-09-2014 and 30-04-2015 issued by you may need confirmation/approval by Mod/MoD (Fin)/DOPT, Hence, the issue may be taken up with MoD and got clarified by them. Till then your office letters dated 12-09-2014 and 30-04-2015 may be kept in abeyance.
