Madam/Sir

As per the GOI directions all the employees of the KVS who are joining the services of the KVS on or after 01.01.2004 will be covered under the National Pension System. In fact, recovery of the NPS deduction for such employees will start from the salary of the month following the month in which the employees joined services. Therefore, no recovery will be effected for the month of joining of the employee. It may be stated further that the intention of the GOI is to ensure the availability of PRAN to the concerned employee immediately. This will enable the PAO to upload the subscription from the salary of the month following the month in which the employee has joined service.

2. It has, however, been observed that some of the Regional Offices are not arranging the PRAN as per the GoI directions. This results in non uploading of NPS subscription and attracts audit objections and complaints from the affected employees. In this connection, all the deputy commissioners and Directors of ZIETs are requested to ensure the compliance of GoI Instructions regarding the availability of PRAN and uploading of subscription of the NPS subscribers. In this regard, it may be mentioned that in a particular case PRAN no. was obtained after considerable lapse of time resulting in non uploading of NPS subscription in time, which in turn resulted in avoidable unpleasantness.

3. DDO’s and PAO’s should arrange the PRAN within 6 Weeks from the date of joining of the new employee. It may be mentioned that the DDO should obtain the requisite form for allotment of PRAN from any new employee within 10 days from the date of joining and forward it to the PAO concerned immediately. PAO in turn should forward it to NSDL within 10 days of its receipt from the DDO and shall ensure that the PRAN number is allotted immediately thereafter by NSDL so that there is no delay in uploading of NPS subscription.

4. Any lapse on the part of DDO and PAO as aforesaid may result in their salary being withheld from the following month apart from any other administrative action that may be initiated by the competent authority.
