Sub: Allotment of qualification related Grade Pay to ECG & Holter Technicians working in Railway Hospitals – reg.
Ref: (i) NFIR’s PNM item No.60/2012.
(ii) NFIR’s letter No.II/49/Pt.II dated 18/03/2014 & 16/10/2014.
Federation desires to invite attention of the Railway Board to the discussions held in the meeting on NFIR/PNM item No. 60/2012 at Rail Bhavan on 16/07/2014 relating to allotment of qualification based pay scale/grade pay to ECG and Holter Technicians in Railway Hospitals Technicians. It was responded by the Railway Board that the issue is relating to allotment of revised grade pay and VII CPC has already been constituted, appropriate recommendation will be sent to 7th CPC. However, during discussions, General Secretary/NFIR pointed out that the issue of allotment of qualification based Pay Structure to ECG & Holter Technicians had arisen consequent to the implementation of the recommendations of 6th CPC and the same has not been settled by the Railway Ministry for long six years, therefore reference to Vllth CPC for rectification while evading the issue does not appear to be justified.
In this connection, NFIR desires to reiterate that the entry level qualification for this category, of staff is Graduation in Science with Diploma or three years’ experience, the category of staff need to be placed in PB-2+GP 4200 w.e.f. 01/01/2006. The injustice meted out to this category of staff can be rectified even now if the Railway Ministry makes out a detailed proposal with full justification, in consultation with the NFIR, for grant of PB-2+GP 4200 to ECG & Holter Technician w.e.f 01/01/2006 and seeks approval of Ministry of Finance/DoP&T.
NFIR, therefore, requests the Railway Board to kindly send draft proposal to the Federation at an early date before sending the same to the MoF/DoP&T.
