Sub: Amendment in the Railway Servants (Pass) Rules, 1986 (Second Edition-1993) [RSPR-19861 to provide for issuance of Passes/PTOs in digitized/electronic mode-reg.
Ref: (i) Railway Board’s letter No.E(W)2016/PS5-1/9 dated 21/02/2020 (RBE No.24/2020) & ACS No. 84.

(iv) NFIR’s Lr.No. 1/15/2020 dated 23/11/2020 & 24/12/2020 to DG(HR).
With reference to the instructions issued by the Railway Board vide letter dated 16/11/2020 relating to the need for continuance of issuance of Manual Passes/PTOs to the Railway employees and retired staff, the Federation vide its letter dated 24/12/2020 has apprised the difficulties listed below, while availing & using e-Pass/PTO and requested the Railway Board to defer implementation of Board’s orders dated 21/02/2020 & 16/11/2020 and allow issuance of Passes/PTOs manually till rectification of errors in HRMS and in the train reservation:-
• The data regarding family composition and other personal details are wrongly fed in HRMS. Since all those details do not match with the family composition available with the Pass Section, considerable number of employees are unable to get their e-Passes & e-PTOs, thus, many employees are unable to avail their Passes/PTOs for the year 2020 and current year 2021.
• IR’s computerized Train Reservation system has been permitting only two berths on e-Pass/PTO ignoring the rest of the dependent family members of the employees, thus they have been disallowed train reservations in the special trains being run at present.
• Another difficulty reported by field staff in usage of e-Pass/PTO is that the tickets are not generated for stations falling in mid-run of the trains run. Staff holding e-Pass/PTO when tried to book from PRS Counter or IRCTC, PNR indicates payment failed, ticket not generated while “Pass/PTO showed as used”, consequently, gone waste.
• It is noticed that relevant rules relating to Passes/PTOs, the journeys on longer routes/fastest routes, attachment of coaches to various stations en-route have not been fed into the system consequently, e-Pass/PTO holders have been facing lot of difficulties.
Besides above, Federation also desires to bring to the notice of Railway Board that about 11 technical issues arising out of e-Pass of HRMS portal, have also been noticed by the Western Railway which also have been conveyed to the Railway Board (AM/HR) by PCPO, Western Railway vide letter No.E/IT/HRMS dated 13/01/2021 (copy enclosed) for early rectification. The Western Railway has further requested that till the smooth functioning of the e-Pass module resumes, Passes/PTOs to Railway employees may be allowed to be issued manually.
NFIR, therefore once again requests the Railway Board (DG/HR) to kindly see that existing system of issuance of Pass/PTO manually to the serving employees and retired staff be allowed to continue till 30th June,2021 by which time it is hoped that the deficiencies in the HRMS will be got rectified.
