Sub: Forwarding of one-way own request transfer application to other Divisions/Railways-reg.
Ref: Railway Board’s letter No.E(NG)I-2019/TR/11 dated 20/09/2019.
Federation has come across with the instructions issued by the Railway Board vide RBE No.153/2019 dated 20/09/2019, wherein indirect restriction has been imposed in forwarding inter railway request transfer applications, citing the reason “non-feasibility of releasing staff once the NOC is received from the accepting Division/Railway”. The Order of Railway Board dated 20/09/2019 has created large scale frustration and disappointment amongst staff (particularly those of SCR, SWR, SR and ECoR) who are desirous to go on transfer mostly due to personal reasons like sickness of family members, children education besides language and food problems while maintaining two establishments and incurring double expenditure in these hard days. Federation has received representations from the staff belonging to safety categories like ASM, ALP, LP, Guard, JE, SSEs, Technical Staff, Track Maintainers against this order who feel unhappy and disheartened, particularly when they have completed five years service mandatorily required for seeking transfer in terms of Railway Board’s instructions contained in letter No. E(O)III/2014/PL/05 dated 31/08/2015.
Federation is of the view that while the Board’s instructions dated 31/08/2015, stipulate five years residency period to become eligible for inter Railway request transfer, in reality, such requests are not being considered even after rendering service beyond 5 years on the plea of non-availability of re-placement. The situation is alarming particularly on SCR, SWR and SR as thousands of employees from these Zones are keen to go on inter-railway transfer nearer to their places.
Federation further desires to state that the Zonal Railways are not able to fill all vacancies, due to various constraints, while the instructions dated 20th September, 2019 of Railway Board are causing frustration among those applied for inter-railway transfers.
NFIR, therefore solicits kind intervention for reviewing instructions dated 20th September,2019 and assisting Zonal Railways to process request transfer applications and take parallel steps for procurement of manpower through various sources particularly on those Zonal Railways where thousands of employees have been eager to go on inter railway transfer basis of other Zonal Railways. Incidentally, it is mentioned that this subject was discussed by the undersigned with the Member Staff on 1st October,2019 and explained elaborately the problems being faced by employees on different Zonal Railways whose inter railway request transfer applications are continued to remain pending for years together.

Sir, Though the Rly Board has. allowed 8 days leave on. pro-rata basis for reengaged Rly employees in MDU DivisionSRly it is not yet permitted saying that the communication was not received from CPO/SRly. Kindly take the issue with the authorities and help the reengaged staff.

Honrable shri Dr.M Raghvaiaji. Non granting macp wef 1-1-2006 in place of 1-9-2008 inspiting of apex court order and again dehli high court order in light of earlier apex court order is causing disentiment among cg employees.as wellas rly employees.it is urged to retake up the matter at apropiate level in light of latest dehli high court order.
