Sub: Indigenous System of Medicine — Homeopathic/Ayurvedic Dispensaries under SBF —fixation of honorarium for Ayurvedic/Homeopathic Dispensers-reg.
Ref: (i) Railway Board’s letter No.E(W)/2016/ISM/9 dated 01/05/2018 (RBE No. 62/2018).
(ii) NFIR’s letter No. 1/8 (A/H) dated 11/02/2019.
The Railway Board vide instructions dated 01/05/2018 (RBE No.62/2018) has revised monthly honorarium for Ayurvedic/Homeopathic Dispensers @ Rs.11250 (8 hours duration) & Rs.7500 (4 hours duration) respectively. Federation has however been receiving representations from the Ayurvedic/Homeopathic Dispensers against inadequate amount of honorarium granted to them. In this connection, NFIR desires to state that the revised monthly honorarium is inadequate, therefore the case be reviewed for upward revision. In this connection, Federation also places the following for appreciation:-
• Prior to instructions dated 1st May, 2018, the Railway Board vide letter dated 23/07/2014 (RBE No.80/2014) had revised the honorarium to Ayurvedic/HOrneopathic Dispensers @ Rs. 7200 for 8 hours duration and Rs. 5000 for 4 hours duration.
• Railway Board vide letter dated 27/08/2015 had again revised the rate of honorarium for Ayurvedic/Homeopathic Dispensers @ Rs.7100 p.m. for 4 hours duration, however no revision of rates was made for those performing duties for 8 hours duration.
• Again Railway Board vide letter dated 07/07/2017 issued instructions fixing revised rates of monthly honorarium of Ayurvedic/Homeopathic consultants @ Rs.35500 for 8 hours duration and Rs.22500 for 4 hours duration but however rates of honorarium for Ayurvedic/Homeopathic Dispensers were not fixed/ raised.
The above facts reveal that revision in the rates of honorarium in respect of Ayurvedic/Homeopathic Dispensers have not been fixed with proper rationale. The rates should have been multiplied by 2.57 for ensuring reasonable revision of Rs. 18500 p.m. and Rs. 12850 p.m. for 8 hours and 4hours duration respectively.
NFIR, therefore, requests the Railway Board to kindly review for revising the rates of honorarium of Ayurvedic/Homeopathic Dispensers w.e.f. 07/07/2017.
