Sub: Irregular fixation of pay of Running Staff promoted on and after 01.01.2006 — Railway Board’s intervention — urged.

Federation vide its letters cited above (last one dated 15/12/2018) brought to the notice of Railway Board the cases of irregular fixation of pay of Running Staff who were in service on 01/01/2006. Although instructions have been issued to the Western and North Western Railways vide letter dated 28/08/2018, the same are not being observed as representations continued to be received from Running Staff working on the Divisions of Western Railway (Rajkot, Ratlam Divisions etc). Similar complaints are being received from other Zonal Railways also.
Responding to Board’s letter dated 13/09/2018 addressed to the GS/NFIR, Federation vide its letter dated 24/10/2018 urged the Railway Board to issue suitable clarification based on Para 2 of Board’s letter dated 28/08/2018 giving clear directions to all Zonal Railways to avoid complaints from the Running Staff. Federation feels sad to mention that while modified clarification is yet to be issued, grievances from Running Staff continued to be received from different Zonal Railways. Incidentally, Federation desires to mention that the inaction on the part of Railway Board has been causing drop in emoluments of those Running Staff who were in service on 01/01/2006 as their pay fixation was not done in accordance with RBE No. 109/2008 dated 12/09/2008.
NFIR, therefore, once again requests the Railway Board to issue suitable modified clarification instructions to all the Zonal Railways, more particularly the Western and North Western Railway to regulate fixation of pay of Running Staff who were in service on 01/01/2006 in accordance with RBE No. 109/2008 dated 12/09/2008. A copy of instructions issued may be endorsed to the Federation.
