The Secretary (E),
Railway Board,
New Delhi
Dear Sir,
Sub: Lack of promotional opportunities to the Pointsman category of Operating Department-reg.
Ref: Railway Board’s letter No. PC-II1/2019/CRC/1 dated 19/07/2022.
The Federation is in receipt of Railway Board’s proposal vide letter dated 19/07/2022, seeking views of Federations on the recommendations of the Committee within two weeks from the date of receipt of the letter.
In this connection, NFIR brings to the notice of Railway Board that Federation’s PNM Agenda Item No. 32/2012 is still under consideration/discussion with no finality even after one decade. During discussions in the PNM forum in the past, the Federation has been informally apprised that 04-Grade cadre structure for Pointsman category was under consideration with Pay Level-6 being the Apex Pay Scale. Surprisingly, in the proposal, the 04-Grade pay structure has been limited to Level-5.
The Railway Board may kindly appreciate that the recognized Federations are stake holders of Indian Railways but however it is sad that copy of the full report of the Committee has not been made available to the Federation despite requests in the past.
NFIR, therefore, requests the Railway Board to kindly arrange to provide copy of EDs Committee report to enable the Federation to examine in detail, consult staff of Operating Department on Indian Railways and give its views. Early action in the matter is requested.
Yours faithfully,
(Dr. M. Raghavaiah)
General Secretary
