Sub: Cadre restructuring of Physiotherapists working in Railway Hospitals/Health Units on Indian Railways-reg.
Ref: (i) Railway Board’s letter No. PC-V/97/I/1/1/2 dated 08/04/1999 (RBE No. 71/1999).
(ii) Railway Board’s letter No. PC-V/98/1/11/6 dated 24/2/2004 (RBE No. 38/2004).
Federation invites kind attention of the Railway Board to the instructions issued vide letter dated 08/04/1999 (RBE No. 71/1999) and 24/02/2004 (RBE No. 38/2004) wherein 07 posts of Assistant Physiotherapy Officer (Pay Scale Rs. 7500-12000/GP 4800 + PB-2/Pay Level-8) were created in Group ‘IV, to be administered centrally by the Health Directorate of Railway Board and keeping the Group ‘B’ posts floating to facilitate the incumbents to get promotion at the place of work in the respective Zones. Out of these 07 posts, 03 posts of Assistant Physiotherapy Officer were subsequently upgraded to Rs. 8000-13500/PB-3 + GP 5400/Pay Level-10. The strength of Physiotherapists has gone up from 49 to 110 as on date.
Considering the importance and the need to enhance the promotion prospects of Physiotherapists in the light of enhanced educational qualification for recruitment aid responsible role being played by them, the 7th CPC in Para 7.6.65 of its report recommended for the Administrative Ministry i.e. Railway Ministry to undertake a holistic cadre restructuring in the category of Physiotherapist. The recommendations of the 7th CPC have also been accepted by the Government, therefore it is incumbent on the part of Railway Ministry to undertake cadre restructuring process immediately for the category of Physiotherapist.
In the above context, the Federation proposes as follows:-
• In the year 1999, the cadre of Physiotherapists on Indian Railways was 49, which has now gone up to 110+. Out of the strength of 49, there were total 07 posts in Group ‘B’ and Group ‘A’ viz., Group B= 04 and Group A = 03.
• With the application of above ratio, as many as 16 posts of Physiotherapists deserve to be upgraded to Group ‘A’ and ‘IT (i.e. 9 posts with GP 4800 in Group ’13’ and 7 posts in Group A’ with GP 5400/PB-3).
NFIR, therefore, requests the Railway Board to initiate cadre restructuring exercise for Physiotherapist category for upgrading them to Group ’13’ (Gazetted) and Group ‘A’ as mentioned above. Federation may also be replied of action being taken early.
