Sub: Filling 20% quota posts in 7th CPC Pay Level reserved for Course Completed Act Apprentices – Need for delegation of powers to GMs to fill the posts -reg.

Kind attention is invited to the instructions issued vide Railway Board’s letter dated 21-06-2016 (RBE No.71/2016) wherein it has been stipulated that 20% of vacancies in pay level-1 shall be filled by empanelled course completed act apprentices (trained in Railway establishments and possessing NAC Certificate granted by NCVY) through recruitment process by RRBs. In this connection, Federation desires to state that the experience of recruitment against the posts in 6th CPC GP 1800/- by RRBs/RRCs reveals that abnormal delay and minimum period of 1-2 years is taken for finalization of the panels, by which time many more vacancies have been arising due to attrition of man power and other reasons. Due to non-availability of man power, the systems are strained besides available staff heavily over – burdened.
In order to see that available skills are utilized without loss of time, Federation suggests that the recruitment for filling the 20% quota meant for Course Completed Act Apprentices may be delinked from the main recruitment process through RRB and allowed to be conducted by Zonal Railways GMs.
NFIR,therefore, requests the Railway Board to kindly review the extant policy and accord approval to enable GMs to conduct selection regularly (annually) and appoint empanelled Act Apprentices against 205 quota vacancies in pay Level-1 (7th CPC). The remaining 80% vacancies may be however be got filled through RRB recruitment.
