Sub: Payment of arrears arising out of leave salary consequent to the implementation of the report of 7th CPC for the period from 01-01-2016 and onwards-denial of payment – reg.

Kind attention of Railway Board is invited to Federation’s letter dated 04-04-2018 wherein, it was requested to issue similar instructions to the Zonal Railways as had been done vide Board’s letter dated 16-10-2017 (RBE No.148/2017) in accordance with the demand raised by NFIR through PNM Agenda Item No.57/2016. Federation is disappointed to note that though a period of over three months has passed, similar instructions for payment of leave salary taking into account 30% of pay element to the Running Staff, on implementation of the recommendations of 7th CPC w.e.f. 01-01-2016 are yet to be issued. consequently, the Running Staff have been deprived leave salary on 30% pay element on 7th CPC Pay. a Copy of Federation’s letter dated 04-04-2018 is enclosed for ready reference.
A part from above, the Federation has come to know that there is snag in the IPASS system run by CRIS in which, no provision has been made in the software for executing the command for reckoning 30% pay element on 7th CPC pay for leave salary to the Running Staff.
NFIR, therefore, once again urges the Railway Board to issue instructions to the Zonal Railways and CRIS as mentioned above for ensuring payment of leave salary duly reckoning 30% pay element on 7th CPC pay to the Running Staff w.e.f. 01-01-2016.
Action taken in the matter may be apprised to the Federation.
