Dear Sir,
Sub: Stipend/pay for DNB Post Graduate Trainee Doctors in the railways — reg.
Ref: Railway Board’s letter No.2018/H/2-1/2 (Policy)/PT.1 dated 21/01/2019.
In the PNM meeting held between Railway Board and NFIR on 25th & 26th April, 2019 the NFIR General Secretary during his opening address has brought to the kind notice of Railway Board (Member Staff), the case of non-payment of Stipend as per 7th CPC pay levels 10 & 11 to the DNB post Graduate Trainee Doctors on Southern Railway & other few Zones. Extract of opening address is reproduced below:
“DNB Trainee Doctors S.Railway and other Zones — Stipend according to 7th CPC not paid at Pay Level 11 despite representation : GS/NFIR brought to the notice of the Member Staff that DNB Training Doctors on Southern Railway and also on other Zones are not being paid stipend at / -,th CPC pay scale despite representations by the staff. Federation understands that instructions have already been issued by the staff to .pay arrears to the DNB Trainee Doctors on 7th CPC pay scale. He urged the Railway Board to take action to remedy the situation in order to settle the justified demand of DNB Trainee Doctors working in Railway Hospitals/Health Units.”
In the above context, NFIR desires to state that the Railway Board has issued instructions vide letter dated 21/01/2019, allowing stipend/pay to DNB Trainees & JRs/SRs engaged in Railway Hospitals. Vide para 2 of the said letter it has clearly indicated that the stipend payable to JRs/SRs be revised as per 7th CPC duly placing them respectively in Level 10 & Level 11 of the pay matrix
Representations however continued to be received that the DNB trainees are not placed in level 10 & 11 of the pay matrix and revised rates of stipend not paid, particularly at Southern Railway Central Hospital, Perambur.
NFIR therefore requests your kind intervention in the matter for ensuring that the DNB post Graduate Trainee Doctors of Central Hospital, Perambur (Southern Railway) are paid stipend as prescribed in level 10 & 11 of 7th CPC. A line in reply indicating the action taken on this letter is solicited.
