Sub: Supply of Safety Shoes, Uniform and protective gears to the staff of Track Machine Organization on Indian Railways-reg.

During special meeting held with the NFIR on 09/02/2018, on certain PNM Items, the Agenda Item No. 48/2016 was also discussed. During, discussions, Federation stated that the Track Machine Organization staff are supplied one pair of safety shoes only in four years period. Responding to this, the Official Side stated that the orders in this regard were issued by the Civil Engineering Directorate, therefore, the matter will be examined in consultation with the CE Directorate.
During NFIR’s PNM meeting held with the Railway Board on 10th/11th May, 2018, though the Agenda Item No. 48/2016 could not be discussed due to paucity of time, the Official Side through Action Taken Statement (ATS) conveyed that “the proposal is under examination in consultation with the user department”. Federation feels sad that though a period of more than ten months passed, progress in the matter has not been conveyed to the Federation while the PNM Item is pending for over two years.
In this connection, NFIR brings to the notice of Railway Board that while instructions have been issued vide Board’s letter dated 05/02/2018 and 05/03/2019 for provision of protective gears including safety shoes to the Track Maintainers/Keymen/Patrolmen, Technicians/Maintainers and Helpers of S&T, Electrical (TRD) and Mechanical (ART & ARME) working in the field/on track, but however, similar instructions have not been issued in the case of Track Machine Staff who have also been working in the field and on Railway Tracks. Federation reminds the Railway Board that the Track Machine Operators, Helpers, Technicians, JEs and SSEs are also safety category staff working in the field, therefore they should be provided protective gears. Federation further mentions that a number of Track Machine Staff working on different Zonal Railways have been run over and died due to mishaps. Federation therefore suggests that the Track Machine Staff be provided following protective gears/instruments.

NFIR, therefore, requests the Railway Board to consider Federation's PNM demand (Agenda Item No.48/2016) and accord approval to the proposal placed above. a copy of the instructions issued may be endorsed to the Federation.
