Sub: Non-payment of HRA, Transport Allowance etc. to trainees appointed on compassionate grounds in GP 1900/- in artisan category etc. – reg.
Ref: (i) Railway Board’s letter No. E(NG)II/1998/RC-l/64 dated 14/9/2012.
(ii) GM(E)/W.Rly’s letter No. E/P&A/Misc/WRMS (L) dated 22/7/2014.
(iii) NFIR’s letter No. II-l A/NFIR/Part 19 dated 16/10/2014.
NFIR desires to invite kind attention of the Railway Board to Federation’s letter dated 16/10/2014 wherein a case of denial of payment of allowances like HRA, Transport Allowance etc. to the trainees appointed on compassionate grounds in GP 1900/-, though permissible under the instructions of Railway Board vide letter dated 14/092012, was highlighted. Federation is disappointed to state that a period of over four months has passed, there is no response from the Railway Board and the NFIR has been compelled to include the issue in NFIR’s PNM agenda (under item No. 11) sent to the Railway Board on 28th January 2015. It is needless to mention that the Railway Board’s instructions vide letter dated 14/09/2012 have been issued consequent to the clarificatory instructions issued by the DoP&T under OM No. 14014/2/2009-Estt (D) dated 3rd April 2012 circulated to all ministries.
Federation once again requests the Railway Board to kindly issue suitable clarificatory instructions to all Zones/PUs in general and to Western Railway in particular, to avoid hardships faced by the staff due to misinterpretation of the existing instructions duly endorsing copy to NFIR.
