Sub: Payment of Leave Salary to the Running Staff after implementation of 7th CPC recommendations-reg.

(i) NFIR’s PNM Items No. 47/2018 & 57/2016.
(ii) Railway Board’s letter No. E(P&A)II/2017/RS-22 dated 28/12/2018 (RBE No. 204/2018).
(iii) NFIR’s letter No. IV/NFIR/7th CPC (Imp)/Allowance/2016/Part II dated 12/01/2019, 18/03/2019 & 28/05/2019.
Kind attention is invited to the references cited above.
Complaints are continued to be received that the Running Staff are not being paid leave salary duly adding 30% pay element of 7th CPC pay. It is further reported that Railway Board’s instructions contained in RBE No. 204/2018 dated 28/12/2018 have not been complied with, on many Zonal Railways. Complaints have since been received from South Central Railway Running Staff that they have not been paid leave salary duly adding 30% pay element (7th CPC) since January, 2016.
It is also reported that due to technical problem in the IPASS, the payment of leave salary for Running Staff is being denied. It is sad that despite NFIR’s communication dated 28/05/2019 to the Railway Board to take steps for rectifying the technical snag in IPASS, no action has been taken to rectify the system, resulting continuous representations from Running Staff.
NFIR once again urges upon the Railway Board to kindly take immediate action to rectify (PASS system for ensuring payment of leave salary to the Running Staff duly adding 30% of pay element of 7th CPC on all Zonal Railways with effect from January 1, 2016.
Federation may please be replied of action taken at the earliest.
