Sub: Recruitment of Staff in Pay Band-I Grade Pay 1800/- inadequate formation of panel-reg.
It has been brought to the notice of the Federation by its affiliated Union that while the Chairman/RRCs have been entrusted the job of recruitment in GP 1800/- (PB-1) for all categories, following difficulties have•been faced by the Zonal Railways on account of following reasons:-
(a) Firstly the panels formed are short and do not cater to the requirement of the respective departments.
(b) Secondly a good number of candidates whose names are borne on the panel either do not turn up or arc not able to clear the medical examination, leaving atleast 30 to 40% vacancies unfilled.
2. NFIR desires to invite the attention of the Railway Board to the instructions issued under letter No. E(RRB)/2008/25/10 (RRCB No. 2/09) dated 07/07/2009, empowering Railway Recruitment Boards to make replacement panels of additional candidates to the extent of 30% of vacancies to meet with the situations mentioned in para 1 above. It is needless to mention that a lot of time, money and energy is wasted in formation of a panels particularly in GP 1800/-, hence there is strong case to issue similar instructions to the Zones to form replacement panel in GP 1800 (PB-I) upto 30% of vacancies.
NFIR, therefore, requests the Railway Board to examine the above proposal and issue instructions to the Zones to keep 30% replacement panel in addition to main panel to ensure quick filling up of vacancies in GP 1800/-. A copy of the instructions issued may be endorsed to the Federation.
