Kind attention of Railway Board is invited to NFIR’s pending PNM Item No. 48/2018 on the subject matter and the correspondence cited under reference.
The Railway Board vide letter dated 05/11/2020 have issued further instructions arbitrarily without consultations and continued to enforce the general norms of 10% increase of license fee annually for residential accommodation of railway employees. In this connection, NFIR places the following points for consideration:-
• It may be appreciated that even the increase in the Dearness Allowance granted by the Government did not touch 10% in a year (3% from 01/01/2019 + 5% 01/07/2019), therefore, continuing the rate of enhancement of license fee at 10% every year is highly unjustified, when the condition of Railway quarters is very bad and even normal maintenance work is not being done in time, for want of funds and due to various other reasons.
• Vast majority of Railway employees are working at remote places, facing all odds in the course of performing duties and the upward revision of license fee for residential accommodation without correspondingly making quarters livable has been causing severe hardships to them. Added to this, the freezing of DA has already generated serious disappointment among Railway employees due to non-compensation of erosion of wages on account of price rise. In any case the revision made by the Railway Ministry has irritated the rank and file of Railway employees, which may ultimately lead to agitation.
NFIR, therefore, once again requests the Railway Board to kindly reconsider the month for withdrawal of Railway Board’s letter No.F(X)I-2002/11/2 dated 26/12/2017. As already suggested a separate meeting at the level of CRB, Member (Infra), Member (Finance) & DG(HR) may be organized for discussing the issue for finding an acceptable solution in the matter.
