Sub: Running Staff Issues – Discussions held in the Joint Meeting at Rail Bhavan, New Delhi on 08th May 2015- reg.
The Position relation to discussions held in the joint committee meeting held on 8th May, 2015 at Rail Bhavan is placed below:-
1. Raising the Income Tax deducation ceiling on Running Allowance:
After discussion it was agreed that a proposal will be sent seeking approval for raising the Income Tax deduction ceiling w.e.f. 01-01-2011 as well as 01-01-2014 due to Da having touched 50% on these dates. It was also agreed that the Railway Board officials will meet the Ministry of Finance for obtaining clearance to Railway Ministry’s proposal.
2. Revision of Kilometrage rates:
After discussion, it was assured by the Board to workout quantum of kilometrage as on 01-1-2006 with reference to revised pay in the pay Band/Grade pay and hold further discussions.
3. Additional Allowance to Running Staff:-
As the proposal has already been sent by Railway Ministry to the Ministry of Finance, it was stressed upon to pursue with the Ministry of Finance for ontaining approval.
4.Medically de-categorised running staff when seek retirement should be allowed pay + 55% of pay towards settlement dues:
Agreed to process for allowing 55% add on element with the stipulation that within one month period from the date of medical decategorization, the Running Staff Should opt for voluntary retirement or otherwise.
5. Remaining Items will be discussed in the next meeting slated to be held on 24th June 2015 (tentative):

I recategorise after 16 year service in running staff. Can I entitle 55 % benefits in pensions after retirement.
