Dear Sir,

Sub: Travel Entitlemepts to Railway Staff on Humsafar Trains, holding 3rd AC duty/privilege/PRCP Pass-reg.

Ref: Railway Board’s letter No.E(W)2016/PS 5-1/10 dated 12/07/2017 (RBE No.68/2017).

Federation has received grievances from the Railway employees (serving/retired) who are issued 3rd AC (duty/privilege/PRCP) Pass that they are not being allowed to travel in Humsafar Trains on the ground that the 3rd AC Pass has not been allowed in these trains though the Board’s instructions dated 12/07/2017 provide for the same. The reason cited by the Ticket Checking Staff is that Railway Board’s instructions vide RBE No.16/2019 dated 31/01/2019 impose restriction on travelling by 3rd AC Pass holder (Pay Level-1 to Pay Level-5) for whom no accommodation has been earmarked and simply NE ‘i.e. Not Entitled’ has been printed.

In this connection, NFIR contends that the decision not to allow 3rd AC Pass holder in Humsafar Trains is not justified in view of following reasons:-

• The Duronto Trains have been replaced with Humsafar Trains, therefore the privilege ranted to staff to travel on Duronto Trains needs to be allowed on Humsafar Trains.

• While Board’s previous order contained in RBE No.68/2017 dated 12/07/2017 permitted duty/privilege/PRCP Pass in Humsafar Trains at par with Rajdhani/Duronto Express Trains, the decision cannot be reversed to the disadvantage of lower level railway employees who are entitled for 3rd AC Pass.

• The restriction imposed by the Railway Board is discriminatory.

NFIR therefore, requests to consider the above points and issue modified instructions to the General Managers of Zones etc., for allowing 3rd AC Duty/Privilege/Post Retirement Complementary Pass holders to travel on Hamsafar Trains. A copy of the instructions issued may be endorsed to the Federation.
