Sub: Unjustified applicability of Railway services (Revised Pay) Rules, 2008 to persons re-employed in Railway service after retirement from Defence forces – reg.

(iv) NFIR’s letter No. II/35/Pt. 11 dated 03/12/2014.
Responding to Railway Board’s letter dated 07/10/2014, NFIR vide letter dated 03/12/2014 had invited attention of the Railway Board to the relevant instructions issued by the nodal ministry i.e. DoP&T from time to time and further circulated by the Railway Board to the Zonal Railways for compliance. Federation along with the communication had also enclosed sample cases of fixation of pay granted to the defence personnel re-employed in other Department/Ministries.
When the issue came up for discussion in the PNM meeting held with the Railway Board on 19th/20th December 2014 under item no.1/2013, NFIR has given another copy of Federation’s letter dated 03/12/2014 together with enclosures to the EDE(G) to examine for issuing necessary guidelines to the GMs etc., A period of nearly two months has passed, unfortunately no instructions have been issued by the Railway Board as yet.
NFIR, therefore, once again urges the Railway Board to kindly issue suitable clarificatory instructions to the Zonal Railways/Production Units based on extant instructions of DoP&T duly extending the benefit of past defence service to the ex-servicemen re¬employed in Railways. A copy of instructions issued may be endorsed to the Federation.
