SUGGESTIONS ON OROP SCHEME

52. SHRI VISHAMBHAR PRASAD NISHAD:

Will the Minister of DEFENCE be pleased to state:

(a) whether any proposal regarding the One Rank One Pension (OROP) scheme for the military pension-holders is under the consideration of the Ministry, if so, the details thereof;

(b) whether suggestions have been invited from different organizations / individuals regarding One Rank One Pension, if so the details thereof; and

(c) the time by when the retired military pension-holders are likely to get their due pension, which these pension-holders have been demanding?

ANSWER

(a) Yes, Sir.

(b) & (c): The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

    In regards to the controversy of equalisation of pension every five years, why can’t the governmen fix pension every 5 years for each post depending on the salary during the year it is fixed.
    For example if the year of fixing pension is 2015 the pension should be as per the salaries in 2015.
    So over the next fives years, say an army man retires in 2017 he will get the pension which was fixed in 2015 and so will the army man who retire in 2019 will get.

    And now when in 2020 they should equalise the pension as per 2020 salaries and the pension of army man who retired during the tenure of 2015 to 2019 will be equalised to that of 2020 in the year 2020.

    Respected PM,

    POINT TO PONDER ON OROP
    Since the army men retire at the age group of 35-38 ,why cant they be transfer to Paramilitary , BSF ,State Police who’s retirement age is much more as such you will have a more disciplined Police force, more effective to handle terror activity and gorilla warfare, and the time of paying pension will be at the age of 58 or 60 only the pay scale has to be at par with the army. They will have a secured job , you will have better policing, and you have to pay pension from the
    age of 58-60, it will have less burden on your exchequer.

    1. OROP defence is regarding a younger age of retirement in the bracket of 35 to 40..Therefore..the first suggestion is that stop this procedure with imm effect..establish where he can be gainfully employed within def establishments or next best in police and central para mil..eg..airport security..u dont need young men necessarily to do such tasks..after taking useful service till age 60yrs..now consider a std pension for all

    (1) OROP MUST BE GRANTED AS PER THE LAST DRAWN GRADE PAY AND NOT RANK, OF DEFENCE PERSONNEL EITHER OFFICERS OR PBORs, IRRESPECTIVE OF TIME HE HAS DRAWN IT.

    (2) TIME SPENT IN LAST DRAWN GRADE PAY MUST NOT BE CONSIDERED AT ALL.

    (2) CORRIGENDUM PPOs MUST BE ISSUED BY RESPECTIVE AGENCIES CLEARLY STATING EACH LAST DRAWN PENSIONABLE EMOLUMENTS TAKEN FOR FIXING PENSION AND THE CONSOLIDATED NEW BASIC PENSION FIXED AFTER IMPLEMENTATION OF OROP TO INDIVIDUAL.

    (3) AS FAR AS PBORs ARE CONCERNED, THEY MUST NOT BE DIVIDED BETWEEN GROUP X AND GROUP Y, THEREBY MEANING THAT THEIR NEW BASIC PENSION TO BE FIXED AFTER IMPLENMENTATION OF OROP WOULD BE SAME.

    (3) ARREARS MUST BE GRANTED IN ONE GO THROUGH CORRIGENDUM PPOs.
