Know Your Retirement Benefits – DoP&PW Corrigendum

F.No.55/23/2019-P&PW(C)
Government of India
Ministry of Personnel, P.G. and Pensions
Department of Pension and Pensioners’ Welfare

3rd Floor, Lok Nayak Bhavan,
Khan Market, New Delhi
Dated the 16th December, 2019

CORRIGENDUM

Rectification of error about date of applicability for pension crept in DoP&PW’s publication entitled “Know Your Retirement Benefits”.

This Department had published a booklet entitled “Know Your Retirement Benefits” for general awareness of retiring Government Employees. It is noticed that a printing mistake has crept in on the first page wherein it is printed that:

“WHO IS ELIGIBLE FOR PENSION

A Central Government employee who joined in pensionable service prior to 01/04/2014″

2. Whereas the date mentioned above should have been 01/01/2004.

3. It is accordingly requested that the words and figures “prior to 01/01/2004” in place of “prior to 01/04/2014” may be substituted in the first sentence at page 1 of the above publication. Similar correction may also be read in the Hindi version published at page 1 of Hindi part of the book.

(Manoj Kumar)
Under Secretary to the Govt. of India

    Sir,
I also facing similar problem. I have retired from GSI on 31 Dec 2012. Four days before my super annuation I received a letter re-fixing my downward and asked me to pay back about Rs 1,00,000/-. To earn some income after my retirement I had paid back the amount and contested. At last after different committees going through my records on January 2018 Issued an order to pay the entire amount and re fix my pension. Till date I havn’t received the revised pension and arrears of my salary. Two times I approached grievance cell they asked the department to pay. Further I approach the grievance cell Iam getting the the reply that matter settled in favor and it is a closed matter. If at all I get back the amount from One lakh Ihave to pay income tax at 20% practically getting Rs80,000/- only. If I would have kept in the bank it would have been Two lakhs by now. Is there any provision for paying interest for over delayed payment
    Anyone please advice.

There is no provision to enclose / attach the reference as asked to access. The message given is my experience facing and confirming the efficiency in its working style and in handling the same and its followups by the administration and refusal to correct and settling the issue even after pointing the same by the affected one repeatedly. May be due to single case and singled one case be the reason.

My admin did not inform the date venue for the farewell party inspite of my message two days in advance. They did not bother the same nor cared to follow and arrange to
send the amount. After a period of paper war for about 6 months I am phoned to visit the admin to get the amount if I need. I have refered a circular and claimed for interest for the same. One fine day I received a regd post contains my settlement amount in full without any split account or even a covering letter for the same. On insisting further I received the details for the same. I am still claiming for the interest one-sidedly.
In addition to the above there is a dispute in my pay which is running to about 2.5 lakhs. This adds to my settlement, pension and gratuity and again in 7CPC pension benefits.

Added to this the pension revision was addressed to IOB a/c with IFSC no to SBI. The pity is both the banks did not receive the copy including me. Refering over phone they wanted me to come in person with a request letter.Again a mail war to regularise my pension for 3 months finally mentioning to correct the same to ther convenience and to pay interest for the time gap stamping further adversing me as non cooperative and non cordial.
This is the state of the administration
    MUKUNDAN.

      Sir,
All most same case with me. I retired on 31 Dec 2012 from GSI. Four days before my retirement I have received a letter stating that I have over drawn my salary and re fixed my salary and a new order issued. and I was asked to back around one lakh Rupees. I have paid back the amount to gain some pension after retirement and contested the order. Different committees formed and and decided to pay back the amount and re fix my pension. On January 2018 order also passed. never paid. Approached pension grievance cell two times they asked pay the amount and closed the grievance chapter so far I did not get my pay and pension arrears. Iam a entitled for any interest for the dely of my salary and pension for all these years. As get Rs One lakh which I paid back on Dec 2012 now I have to pay Income tax at 20% actual benefit is Rs 80,000/- where as if I would have put it in the bank It would have been Rs 2,00,000/-
      Someone advice please..

There is no provision to add/ attach the reference. I retired in 2010 May. The paper was is from 1998 for the fixation. In 2003 again I referd a circular for the same. I t was recommended by admin but denied / discouraged by accounts on financial implications and follow up of more cases. ( a funny justification – forgetting that the recommendation is made on a circular and Pay commission is for uniform monitory benefit of any/all employees uniformly). On appeals and interview again the case was reviewed and recommended for approval in 2008 (five years of now and a total of 10 years in service) and left as such. Added to it my super annuation settlement deferment delay. Admin (ICF) comfortably washed its hand with this ( conveniently forgetting my service and its responsibility on its employee) claim that it will pay the same once the order comes. It is not responding to the delay on process and failure to follow or process considering my retirement period is nearing and on its lapse in not inviting/informing for the farewell party or its delay in settling my due that too in such manner.
All my appeals and followups are so far one sided including my personal visits for nearly a decade after my retirement.
This is the state of work /efficiency/responsibility of an administration.
